The attacking midfielder is dealing with a “physical problem he has recently contracted”. Does not travel with colleagues and fails international competition.
Fábio Vieira, from Arsenal, is available for the competition but will only come to work from the 14th.
David Costa, 22, played in 34 matches for Lens, the runner-up in the French League.
At the European Under-21 Championship, Portugal will measure strength with the Netherlands, Georgia and Belgium.
