The report of the Institute for Mobility and Transport (IMT), which analyzes the implementation of the two programs, reveals that urban areas and the local communities involved (CIM) invested a significant portion of the funds to ensure minimal services and reduce tariffs in the face of the dramatic decline in the number of users between April and December 2020. Under the law Partially, 160.8 million (138.3 million from the state budget and the rest of the municipalities) were spent. Of the total implemented financing, only 0.2% (276 thousand euros) was allocated to increasing the supply. There were 12.4% (19.88 million) that went exclusively to measures to support basic services. Already 53.4% ​​(85.85 million) was split between basic service support measures and tariff reduction costs and only 34.1% (54.79 million) was used for tariff cuts.
