The government announced on Thursday that it had awarded the Losolaf consortium, led by Mota Engel, the concession for the high-speed rail line between Porto and Oia, according to a memorandum sent by the Ministry of Infrastructure and Housing.
The ceremony will be attended by the Prime Minister, Luis Montenegro, and the Minister of Infrastructure and Housing, Miguel Pinto Luz, as this section is part of the first of three phases of high-speed connectivity between Porto and Lisbon.
The jury of the high-speed rail competition last month recommended awarding the first section to the Losolaf consortium, the only competitor to advance to the final stage of the procedure.
According to the jury report, seen by Lusa, “the proposal was analyzed” and “as part of this analysis, its compliance and admissibility with the decisions of the procedural elements and the law were verified.”
At the same time, “the affordability of the costs arising from the partnership to be formed after the award of the accepted proposal and the subsequent conclusion of the contract in question is guaranteed, as well as the respect of its multi-year financial programming.”
Thus, the arbitration panel decided to propose acceptance, from a legal and procedural standpoint, of the proposal submitted by competitor No. [Lusolav]“And agree to his evaluation” and “thus submit his assignment to the competent authority to make the appointment decision.”
Infraestruturas de Portugal (IP) ended up validating only one proposal, from the Lusolav – Gestão da Ferrovia de Alta Velocidade consortium, made up of Mota-Engil, Teixeira Duarte, Casais, Alves Ribeiro, Conduril and Construções Gabriel AS Couto, he said. In a statement on July 12.
The jury report also determined that the report and other documents making up the procedure had been sent “to the members of government responsible for the funding areas and the project in question, as well as to the Executive Board of the Intellectual Property Administration, as well as the body responsible for the employment decision.”
According to the document, the net value of the proposal exceeds 1.6 billion euros.
