The This action is one of the objectives outlined in the State Budget Proposal for 2023 (OE2023) for the science sector which is included in the explanatory note posted on the Parliament portal, which will support the discussion in the discipline.
Proposal OE2023 was generally approved by Parliament on Thursday. The final global vote, following expert assessments, will be on November 25. The exam in science and higher education is scheduled for Monday with a hearing from the Minister of Protection, Elvira Fortunato.
According to the explanatory note, the “European Funding Attraction Catalyst” will be made through the “launch of the ERC-Portugal programme,” one of which will be “rewarding scientific talent for national applications” for grants from the European Research Foundation. The Council (ERC) who “received a rating that allowed them to move to the second evaluation phase, but its funding has not been proposed”.
Each of these projects, without European funding, will be allocated for a period of three years, with national funding in a total amount of €250,000, responsible for the Foundation for Science and Technology (FCT).
According to the government, “This incentive is also intended to contribute to the retention and acquisition of scientific talent at the national level.”
The Minister of Science, Technology and Higher Education, Elvira Fortunato, recognized this measure for the first time in May, in the debate on the specialty of the OE2022 proposal.
At the time, he told MPs, the measure under consideration was aimed at “stimulating more” Portuguese teams to apply for “very competitive” grants.
The European Research Council is a body of the European Union that funds sciences that are considered distinct, i.e. through grants.
Elvira Fortunato, also a scientist, has already received these grants, one of which amounts to 3.5 million euros.
FCT is the main entity, dependent on the government, that supports scientific research in Portugal.
