The Russians have seen a retreat on the slopes, while at the same time intensifying their attacks against civilian areas in Ukraine — civilian infrastructure, electricity, and other important targets that have a direct impact on the civilian population, says Dahlhog.

He adds that this causes great suffering to the civilian population.
